Are they legal? Yes. 

Most ENGWE bikes can be ridden legally in the UK, although it’s important to take note of their motor power rating. Some powerful model will not be road legal as they don’t meet certain specifications set out for electric bikes (e-bikes) classified as Electrically Assisted Pedal Cycles (EAPCs).
